The U.S. trade representative office (USTR) Thursday (dec 23), says China has repeatedly refused American want to cancel the rare earth export restrictions request, make China's trading partners are deeply disturbed.

USTR in an annual report said: "the United States will continue in this matter with China active contact, in the right circumstances, will not hesitate to take further action, including request restart world trade organization (WTO) dispute settlement mechanism."
