As the name suggests, permanent magnet are 'permanent'. This means that they always have a magnetic field and would display a magnetic behavior at all times. On the other hand, an electromagnetic magnet only displays magnetic properties when an electric current is applied to it. That is how you can differentiate between the two. Other than this basic difference, the strength of an electromagnet can be adjusted by the amount of electric current allowed to flow into it while permanent magnets have a fixed magnetic strength. The magnets that you have decorated on your refrigerators are permanent magnets, while electromagnets are the principle behind AC motors.
Also, if a permanent magnet loses its magnetic properties, as it does by heating to a high temperature, it will be rendered useless for ever. It cannot regain its magnetic properties ever again. Contrarily, an electromagnet loses its magnetic power every time an electric current is removed and becomes magnetic once again when the electric field is introduced again.
An electromagnet is a temporary magnet. This means that it doesn't keep its magnetic field unless you remagnetize it. Therfore, a permanent magnet keeps it's magnetic field permanently.
